Most of the specializations are viable and can be found high up in competitive play, but there are some that spawn more frequently and those that will struggle due to balancing concerns. There are a number of factors that players need to be concerned with that affect how well a specialization performs in PVP content.

S Layer
The best features in Dragonflight for PvP will almost always be seen at the top of the arena. A skilled player using one of these features will be hard to resist; a team that lacks one of the features will miss a great deal of its synergy.
Havoc DH
There's really no competition right now when it comes to Havoc Demon Hunters . If there was ever a time to use the word overpowered, now would be a good time for a nerf. They have the best setup in the game to cause many players to give up against them.
Demo Warlock
Demonology Warlocks have insane damage output depending on their pets, but can be applied instantly with Call Dreadstalkers and Master Summoner. With Demonbolt and Demonic Core, there's no boost time for their sustained damage, either. They not only have high damage, but also improved defense through Soul Link.
Finally, with Fear, Hand of Gul-dan, Ax Toss and Legion Strike, they can control the playing field with a deadly strike effect.
Affliction Warlock
Affliction Warlock , to put it simply, isn't as great as Affliction, Demonology, but it's still very, very good. They have very high damage abilities with Soul Swap and Precognition, and also come with great defense and team helpers through Soulburn.
Shadow Priest
Shadow Priests are in a very strong position, they basically have all the tools one would need in PvP. They can pump high damage quickly and easily, have great crowd control with Psychic Horror, Silence, and Void Volley.
They can also provide incredible mobility support through Mass Dispel, Leap of Faith, Body and Soul, and Angelic Feathers. They also give Power Infusion and can improve if needed.
A Tier
These specializations are also great options for PvP. They will have a good mix of skills, damage and benefits, but may be missing 1 of the criteria mentioned above.
Feral Druid
Feral Druids can easily deal really high damage to multiple targets, but they require a high level of attention to what's going on around them when they need to heal and play defensively. They offer great CC with Cyclone and Predatory Swiftness. It can be a difficult feature to coordinate and execute correctly, but for an experienced player it will be a very difficult target to manage.
Destruction Warlocks
The worst Warlock on this list is still a powerful trait, Destruction Warlocks provides great single-target damage. They don't provide the same AoE potential as Affliction or the control, defense, and healing reduction seen in Demonology. One problem they will run into is that they have to cast a lot of spells and are vulnerable without support.
Assassination Rogue
Assassination Rogue has the highest damage potential of all Assassination, with extra damage through Deathmark and Exsanguinate, which increase their damage over time from Poisons and Bleeds. There are counters against them if they can be eliminated quickly, and Assassination doesn't have as many defensive tools compared to other specs.
They still have the regular Rogue CCs and Shiv to lead the Healers.
Windwalker Monk
Windwalker Monks have very high burst potential, but very low defense makes them incredibly fragile. An experienced player will know when to enter and exit fights with a range of gadgets to avoid damage through kiting, increasing their survivability. They have the Ring of Peace and Grapple Weapon to add some benefits to group play.
Arcane Mage
Arcane Mages is expected to perform incredibly well in WoW: Dragonflight . They have always been known to have high mobility and great burst damage potential. With the addition of fire spells, they are in a great position to dominate the field. Adding Ring of Fire, Ring of Frost, and Dragon's Breath as another CC will no longer be deprived of most of the damage they take from their main Arcane spells: Arcane Surge, Arcane Missiles, and Arcane Barrage. But the only downside is that they have very low defense when caught.
Tier B
These specializations are still perfectly fine to use, but they have some weaknesses that can be exploited. If handled by a competent player, they will likely pose a threat in PvP.
Unholy DK
Unholy Death Knights have versatility when it comes to their damage profile; They can focus on minion damage, death coil damage, sickness damage, or AoE with Festering Wounds. All of these have great potential for permanent damage. Like Frost, they gain increased survivability through Rune of Spellwarding and Will of the Necropolis.
Frost DK
Frost Death Knights have good explosion and sustained damage. Since Pillar of Frost's cooldown is reduced through Icecap, there's more potential to catch enemies off guard before their defensive cooldown expires. They improved their survivability with Will of the Necropolis and Rune of Spellwarding.
Reject Paladin
Retribution Paladins won't do very well on their own, especially against ranged classes that can evade them. They offer a wide variety of utilities for their teams by providing additional crowd control such as Blessing of Sacrifice, Lay on Hands, and Blinding Light or Repentance. If they can build their combos perfectly, they can still have very high burst damage potential.
Survival Hunter
Survival Hunter will now be seen as a much more spamming Mongoose Bite in melee. The ability build for this trait consistently deals high damage and good bursts. They offer good CC with Freezing Trap andgreat survivability from class abilities revolving around Survival of the Fittest and Exhilation.
Fury Warrior
Fury Warriors is an incredibly easy-to-play class with high damage and good survivability. The high runtime on healing reduction through Slaughterhouse against Healers is particularly strong in long matches.
Enhancement Shaman
Enhancement Shaman has the potential to deal great burst damage, but they also maintain high pressure on their targets.
Like all Shamans, they have many tools to make great games and counter many scenarios with interrupts, dispels and newly found controls with Thunderstorm and Lightning Lasso. While they are not very durable, they can still provide healing and other support.
Elemental Shaman
Elemental Shaman have very good sustained and burst damage when left on their own and this can be a big problem when left on their own. They have quite a bit of control against ranged classes, but will generally struggle against a good melee feature that can stay on top of them.
A big reason why Elemental has the potential to be so successful is the support they provide to their teams through the various tools in their class skill tree.
Outlaw Rogue
Outlaw Rogues has been significantly weakened in Dragonflight and is no longer the best rogue feature. They are still a strong specialization overall, as they have access to many of the regular Rogue Crowd Control abilities.
With Shadow Dance and Take'em by Surprise they have access to a lot of ways to make good series games, either a Stealth build or more simply with Dreadblades.
Subtlety Rogue
Low B Tier Subtlety Rogues need to be able to coordinate with their teammates to create the perfect combo. They can put a lot of pressure on certain targets, but they can't detonate them on their own.
They can make great plays thanks to their dual use of Shadowdance, and like all Rogues they have a great toolset with lots of crowd control to reduce healing: Sap, Blind, Kidney Shot and Shiv.
Frost Mage
Frost Mages has seen a lot more improvement in their class abilities, gaining access to Dragon's Breath, but the keyCold Front and Freezing Winds put more emphasis on reducing the Frozen Orb cooldown for some major AoE games.
C Layer
These Specializations are not well adjusted and may see buffs for balancing in the future. Other specializations will probably be better in almost all scenarios.
Devastation Evoker
The new Devastation Evoker offers massive explosion potential with Tip the Scales, Dragonrage and Fire Breath. While they offer impressive mobility, their 25-yard range limits their effectiveness. They don't have a lot of CCs, but they do offer plenty of options in class abilities to benefit themselves and their allies.
BM Hunter
Beast Mastery Hunters takes command of an array of pets to control their targets. Unfortunately, their damage potential isn't the greatest. Still, one of its strengths is their ability to lock down healers.
Balance Druid
Balance Druid is brought in to provide damage and CC, but isn't particularly great at any of them. While Solar Beam is on a 1 minute cooldown, it is only effective if your team can detonate a target within that time. Their survival is also below average.
Arms Warrior
low c Arms Warriors have a decent amount of utility, but their damage is meagre. They can make good use of the serial build with Skullsplitter and Tide of Blood. But most DPS Warriors will play as Fury as Slaughterhouse is an easier healing reduction than Sharpen Blade.
D Layer
Playing as one of these specializations will be challenging for most players. They are not in a balanced state or do not provide any advantage over other characteristics.
Fire Mage
Fire Mage is now at the bottom of the list as their playstyle doesn't get many new unique skills other than the PvP skill Glass Cannon. Both Frost and Arcane are superior to Fire as they now have certain basic abilities that allow Fire to dominate: Dragon's Breath, Blast Wave, and Ring of Fire.
There will be challenges to overcome a Fireball and Ignite feature; Blast Wave can spread and break Ignite to Polymorph, and Combustion, the key detonation cooldown, can be eliminated.
MM Hunter
Unfortunately, Marksmanship Hunters are forced to be put on the lowest level as their damage is not enough to compete with other specializations. They still provide some utilities and CC's, but this spec needs a number of rework to make it suitable for PvP.
