League of Legends patch 13.07 is coming soon, and Riot Gamesis looking to further tweak the in-game balance ahead of MSI 2023 . Some of the key features in the update will be boosting champions like Azir and Katarina. Also, champions like Wukong, Vi, Zeri, Kha'Zix, and Thresh will also lose power with some adjustments. The developers shared these details while talking about the 13.07 update.
“The meta looks pretty obvious as we're two patches away from MSI, but some adjustments have been made. In the update, Azir, Katarina (boost + nerf for DS), and some marginal champions have been buffed. JG is set to S-tier and some high winrate champions like Thresh's CC chain, Zeri, Ram and Veigar have also been nerfed. Increased Q evolution versus Kha'Zix's W (nerf).”

Before moving on to the champions listed in the upcoming update, it's important to keep in mind that the names mentioned are provisional and may not be fully settled with the official update. Riot Games will test the changes in League of Legends PBE before including them in the official 13.07 update.

1) Empowered champions
Katarina and Graves are not doing very well in the season 13 meta. Luckily with 13.07 they will get some love from the balance team.
2) Weakened champions
Zeri will get another set of nerfs. Some S-tier jungle champions like Wukong, Lee Sin, and Sejuani will also be weakened. Additionally, he gets his fair share of Annie, one of the most difficult champions to deal with in both mid and bottom lane.
