LoL Patch Notes 12.19 | Non-Meta Buffed Champions

LoL 12.19 patch will introduce Syndra rework, buffing multiple non-meta champions, new Spirit Blossom 2022 skins, and more. After the Endurance update,most of the patches released in League of Legends focused on balancing pro gaming.
Unlike previous patches where Riot often only buffed out overwhelming and overpowered champions, upcoming patch notes will be different and bring some fun non-meta builds and champions. League of Legends Principal Designer Riot Phroxzon shared the changes regarding the upcoming 12.19 update . And according to Riot, the 12.19 patch notes will focus on buffing weaker champions.
Riot Phroxzon said, " A few changes to their non-Meta builds and some changes to various weak champions. It's mostly not trying to overhaul the training environment, but it's clearly addressing a few weak champions and some outliers." said.
Similar to previous VFX updates like Vel'Koz, Sona and others, Janna is now getting visual updates in patch 12.19.

League of Legends 12.19 Patch Notes Details
Fizz, Ryze, Udyr, Ekko, Jinx, Sona, and Nasus will receive some buffs as well as some non-meta builds like Blitzcrank Jungle. Also, since patch notes 12.19 will focus on weaker champions, only two champions: Master Yi and Rek'Sai will receive debuffs.
Syndra Rework
The long-awaited Syndra is getting a rework in patch 12.19, where she now has a new passive that can enhance her abilities.
Boundless (P)
- Syndra collects up to 120 orbs by damaging and leveling up enemy champions. Orbs enhance Syndra and her abilities.
- When Syndra collects orbs from an enemy, she restores 20-215 (based on level 1-18) mana. He can gain orbs by:
- Damaging an enemy champion with 2 Abilities within 4 seconds (1/2/3 at levels 1, 11, and 18) grants orbs (8 sec CD per target).
- Leveling up gives Syndra 5 orbs.
- Killing a Ball minion grants 1 orb. - 120 orbs, Syndra gains 15% total AP.
- Ability icons also change with upgrade.
Basic Statistics
Dark Sphere (Q)
- Waiting time: 4s >>> 7s
- Mana Cost: 40/50/60/70/80 >>> 40/45/50/55/60
- Sphere Duration: 6sec >>> 6.5sec
- 40 Spheres: Dark Sphere can store 2 charges (1 second CD between uses)
Willpower (W)
- Orb Detection Radius: 400 >>> 450
- Now prevents non-orb units from dying for a short time when picked up.
- 60 orbs: Willpower deals an additional 15% (+1.5% per 100 AP) true damage.
Pity the Weak (E)
- Magic Damage: 85-265 (+60% AP) >>> 75-235 (+55% AP)
- Cooldown: 18-14s >>> 15s
- Stun Duration: 1.5 sec. >>> 1.25 sec.
- Low chance of failure of close range E>Q combinations.
- 80 orbs: The cone of Pity for the Weak is increased (56 degrees > 84 degrees), and also slows enemies by 70% for 1.25s.
Power Burst (R)
- Dark Sphere (Q) grants an additional 10/20/30 ability speed.
- Damage Per Orb: 90/140/190 (+20% AP) >>> 90/130/170 (+17% AP)
- 100 orbs: Executes champions below 15% max health.

- Playful (E ): Ability power ratio: 75% >>> 90%
Udyr (Top)
- Wild Claw (Q): Minimum damage to minions: 0 >>> 80-160
- Iron Hide (W): Minion healing: 50% >>> 60%
- Winged Tornado (R): Damage to minions: 40/55/70/85% >>> 50/60/70/80%
Ryze
- Overload (Q): Ability power ratio: 50% >>> 55%
- Rune Prison (W): Ability power ratio: 60% >>> 70%
ekko
- Passive ability power ratio: 80% >>> 90%
- Chronobreak (R): Damage: 150-450 (+150% AP) >>> 200-500 (+175 AP)
Jinx
- Base AD: 57 >>> 59
- R base damage to primary target: 250/400/550 >>> 300/450/600

- Passive - Second Skin ability power ratio increased by 5% >>> 6% missing HP per 100 AP
Blitzcrank (Jungle/Attack Speed)
- Base attack speed increased by 0.625 >>> 0.65
- Attack speed ratio increased 0.625 >>> 0.7
- W – Throttle:
- Attack speed increased from 30/38/46/54/62% to 40/53/66/79/92% -
Mana cost increased 75 >>> 85
- Now deals 1% max HP magic damage on hit while active, increased by 60/90/120/150/180 against non-champions - E - Power Fist:
- Mana cost increased 25 >>> 40
- Now scales with 25% AP and increased by 150% AD + 125% AP against non-champions - [RP] Static Field passive AP rate increased by 30% flat >>> 30/40/50%
Twitch (AP)
- Passive – Deadly Poison: True damage per second increased by 2.5% >>> 3%
- E – Infect: AP per stack increased by 33% >>> 35%
Tahm Kench (AP)
- Q – Tongue Wound: AP rate increased by 70% >>> 90%
- W – Journey of Taste: AP rate increased by 100% >>> 125%
Shyvana
- Q – Double Bite: Magic damage per second increased by 20% >>> 30% (still 25% of this value on hit)
- E – Flame Breath:
- Damage on hit reduced by 3.75% >>> 3.5% max. HP
- Dragon Form base damage reduced by 100-160 >>> 75-135 (depending on level)
Rakan (AP)
- Passive – Charming Fur: Ability power ratio increased by 85% >>> 95%

All changes are currently in PBE for testing. The official League of Legends patch 12.19 is scheduled for release on Wednesday, October 5, 2022.
